Narrative:
Helicopter insists on doing a pipe line patrol off the approach and departure ends of our 3 parallel runways during arrival and departure pushes. Facility management does nothing to discourage this operation at non-push times. This is a very hazardous operation with all our jet and heavy jet operations. There have been numerous RA's. Callback conversation with reporter revealed the following information: reporter said the helicopter flies approximately 2 times a month and that the concern is the time of day the pilot calls to cross the end of the runways. He said the airport has a heavy push of traffic around XA00 which is about the same time the helicopter wants to operate. Reporter said visual separation is used by the controllers and is not aware of any problems that have occurred with the operation, but believes there is the potential for a serious conflict.

HE SAID THE ARPT HAS A HVY PUSH OF TFC AROUND XA00 WHICH IS ABOUT THE SAME TIME THE HELI WANTS TO OPERATE. RPTR SAID VISUAL SEPARATION IS USED BY THE CTLRS AND IS NOT AWARE OF ANY PROBS THAT HAVE OCCURRED WITH THE OP, BUT BELIEVES THERE IS THE POTENTIAL FOR A SERIOUS CONFLICT.
