Narrative:
Flying into pbi on the llake 3 arrival, ATIS was reporting few clouds at 3500 ft. Descending into pbi, we were in cumulus clouds, tops were approximately 6500 ft. We were cleared for the ILS runway 9 approach at pbi and told to maintain 2000 ft until established. At 2000 ft, we were in the clouds. We were handed off to tower. I called tower and checked in as 'on the ILS runway 9L, west of rubin.' the tower cleared us to land at that point which we acknowledged. Upon breaking out of the clouds, at approximately 1600 ft, I told the tower we had the airport in sight. His response was to ask me if I had just only now made visual contact? I told him that we spotted it as we broke out. He then asked me at what altitude we broke out and I told him 1600 ft. It's my impression that the tower thought we were on a visual approach. Supplemental information from acn 580608: approach asked us to fly to rubin intersection (OM on ILS runway 9). About 3-4 mi outside of rubin, he gave me a right turn of 10 degrees to intercept the final approach course for the ILS runway 9. I, instead turned 10 degrees left. My copilot was busy completing his work during this. I finally determined what I did and made a correction back on course. We were at 2000 ft MSL in and out of the clouds. About 5 mi out, we broke out into the clear. I was finally on the localizer and GS for the approach.

Title: AN AIR TAXI PIC IS CONCERNED AS TO WHETHER THE TWR THOUGHT HE WAS ON A VISUAL APCH, BUT GOING IMC ON THE APCH WHEN QUESTIONED AS TO THE CLOUD BASES AFTER THE FLT BROKE OUT AT 1600 FT ON THE ILS APCH TO RWY 9 AT PBI, FL.
Narrative: FLYING INTO PBI ON THE LLAKE 3 ARR, ATIS WAS RPTING FEW CLOUDS AT 3500 FT. DSNDING INTO PBI, WE WERE IN CUMULUS CLOUDS, TOPS WERE APPROX 6500 FT. WE WERE CLRED FOR THE ILS RWY 9 APCH AT PBI AND TOLD TO MAINTAIN 2000 FT UNTIL ESTABLISHED. AT 2000 FT, WE WERE IN THE CLOUDS. WE WERE HANDED OFF TO TWR. I CALLED TWR AND CHKED IN AS 'ON THE ILS RWY 9L, W OF RUBIN.' THE TWR CLRED US TO LAND AT THAT POINT WHICH WE ACKNOWLEDGED. ABOUT 3-4 MI OUTSIDE OF RUBIN, HE GAVE ME A R TURN OF 10 DEGS TO INTERCEPT THE FINAL APCH COURSE FOR THE ILS RWY 9. I, INSTEAD TURNED 10 DEGS L. MY COPLT WAS BUSY COMPLETING HIS WORK DURING THIS. I FINALLY DETERMINED WHAT I DID AND MADE A CORRECTION BACK ON COURSE. WE WERE AT 2000 FT MSL IN AND OUT OF THE CLOUDS. ABOUT 5 MI OUT, WE BROKE OUT INTO THE CLR. I WAS FINALLY ON THE LOC AND GS FOR THE APCH.
