Narrative:
On flight from rsw to jfk. Upon radio check-in with new york approach control, they assigned runway 4R at jfk. Runway had just opened, we were first aircraft arriving on runway 4R. Cleared for an ILS runway 4R approach. Landed on runway 4R. Aircraft was slowed and began exit at taxiway fb. Kennedy tower issued taxi instructions to join taxiway flight attendant, right on taxiway F and hold short of runway 4L. Aircraft was turned on to taxiway flight attendant and began to taxi towards taxiway F. As we approached intersection of taxiway F and taxiway Y, with taxiway flight attendant, I noticed something along taxiway flight attendant in front of me. Taxi light illuminated safety cones lying across taxiway flight attendant. These cones were not marked or illuminated. Aircraft brought to a stop prior to making any contact, with cones directly in front of aircraft. We immediately inquired with kennedy tower about the cones. The tower stated they had no record or NOTAMS of any cones blocking the txwys. Port authority/authorized vehicle was dispatched to retrieve cones. Vehicle came out and safely removed cones from taxiway. Our flight was then cleared to continue taxi.

Title: AN A320 FLT DURING A NIGHT OP IS DELAYED IN IT'S TAXIING INTO THE RAMP BY SAFETY CONES LAYING ACROSS TXWY FA AFTER LNDG ON THE NEWLY REOPENED RWY 4R AT JFK, NY.
Narrative: ON FLT FROM RSW TO JFK. UPON RADIO CHK-IN WITH NEW YORK APCH CTL, THEY ASSIGNED RWY 4R AT JFK. RWY HAD JUST OPENED, WE WERE FIRST ACFT ARRIVING ON RWY 4R. CLRED FOR AN ILS RWY 4R APCH. LANDED ON RWY 4R. ACFT WAS SLOWED AND BEGAN EXIT AT TXWY FB. KENNEDY TWR ISSUED TAXI INSTRUCTIONS TO JOIN TXWY FA, R ON TXWY F AND HOLD SHORT OF RWY 4L. ACFT WAS TURNED ON TO TXWY FA AND BEGAN TO TAXI TOWARDS TXWY F. AS WE APCHED INTXN OF TXWY F AND TXWY Y, WITH TXWY FA, I NOTICED SOMETHING ALONG TXWY FA IN FRONT OF ME. TAXI LIGHT ILLUMINATED SAFETY CONES LYING ACROSS TXWY FA. THESE CONES WERE NOT MARKED OR ILLUMINATED. ACFT BROUGHT TO A STOP PRIOR TO MAKING ANY CONTACT, WITH CONES DIRECTLY IN FRONT OF ACFT. WE IMMEDIATELY INQUIRED WITH KENNEDY TWR ABOUT THE CONES. THE TWR STATED THEY HAD NO RECORD OR NOTAMS OF ANY CONES BLOCKING THE TXWYS. PORT AUTH VEHICLE WAS DISPATCHED TO RETRIEVE CONES.
