Narrative:
At final altitude and on vector in VMC, I requested a turn of 20 degrees right to avoid WX at 12 O'clock position and 15 mi which we responded with 'stand-by by ATC.' second and third request for deviation had been ignored by ATC. I did enter a cell trying to maintain altitude (7000 ft) and assigned heading. After the fifth call to ATC, I stated that I was deviating 30-40 degrees right for WX and that I am climbing in a cell without control of aircraft. ATC did not respond but handed me off to next controller. This controller told me that I had violated altitude without approval. I did explain the situation and that I made the appropriate calls but was ignored. The controller with ZMA was very busy due to WX and other requests, but in order to maintain the safety of the flight, I needed to deviate out of the 3-4 hour WX. The altitude deviation was a factor of being in a cell.

Title: PA31 PLT ON IFR VECTOR DEVIATES AROUND STORM CELLS AFTER FAILING TO OBTAIN CLRNC FROM A ZMA CTLR.
Narrative: AT FINAL ALT AND ON VECTOR IN VMC, I REQUESTED A TURN OF 20 DEGS R TO AVOID WX AT 12 O'CLOCK POS AND 15 MI WHICH WE RESPONDED WITH 'STAND-BY BY ATC.' SECOND AND THIRD REQUEST FOR DEV HAD BEEN IGNORED BY ATC. I DID ENTER A CELL TRYING TO MAINTAIN ALT (7000 FT) AND ASSIGNED HDG. AFTER THE FIFTH CALL TO ATC, I STATED THAT I WAS DEVIATING 30-40 DEGS R FOR WX AND THAT I AM CLBING IN A CELL WITHOUT CTL OF ACFT. ATC DID NOT RESPOND BUT HANDED ME OFF TO NEXT CTLR. THIS CTLR TOLD ME THAT I HAD VIOLATED ALT WITHOUT APPROVAL. I DID EXPLAIN THE SIT AND THAT I MADE THE APPROPRIATE CALLS BUT WAS IGNORED. THE CTLR WITH ZMA WAS VERY BUSY DUE TO WX AND OTHER REQUESTS, BUT IN ORDER TO MAINTAIN THE SAFETY OF THE FLT, I NEEDED TO DEVIATE OUT OF THE 3-4 HR WX. THE ALTDEV WAS A FACTOR OF BEING IN A CELL.
