While flight inspecting the radial of ZZZ VORTAC under IFR, flight was assigned an altitude block of 10000 ft to 11000 ft. Upper limit of block was exceeded due to updraft in cloud.

Title: A LEAR 60 WHILE DOING A FLT CHK OF A VORTAC, EXPERIENCES AN UPDRAFT WHICH RESULTS IN AN EXCEEDANCE OF A BLOCK ALT.
Narrative: WHILE FLT INSPECTING THE RADIAL OF ZZZ VORTAC UNDER IFR, FLT WAS ASSIGNED AN ALT BLOCK OF 10000 FT TO 11000 FT. UPPER LIMIT OF BLOCK WAS EXCEEDED DUE TO UPDRAFT IN CLOUD.
