Narrative:

ZDC cleared our aircraft to descend from FL240 to 15000 ft and gave us the local altimeter setting of 30.32. I reset the altimeter to 30.32. After starting our descent ATC amended the clearance and told us to level off at FL200. We did, however, I did not reset the altimeter back to 29.92. As a result, when we leveled off our aircraft was 400 ft low (19600 ft MSL) instead of FL200. ATC asked me to clarify our altitude. I told them my altimeter was set wrong. They gave me a heading change and I climbed back to FL200.

Title: P180 PLT SET THE ALTIMETER TO QNH BEFORE THE TRANSITION ALT, AND HAD AN ALT OVERSHOOT WHEN THE CTLR TOLD THE ACFT TO LEVEL AT FL200 IN ZDC CLASS A.

Narrative: ZDC CLRED OUR ACFT TO DSND FROM FL240 TO 15000 FT AND GAVE US THE LCL ALTIMETER SETTING OF 30.32. I RESET THE ALTIMETER TO 30.32. AFTER STARTING OUR DSCNT ATC AMENDED THE CLRNC AND TOLD US TO LEVEL OFF AT FL200. WE DID, HOWEVER, I DID NOT RESET THE ALTIMETER BACK TO 29.92. AS A RESULT, WHEN WE LEVELED OFF OUR ACFT WAS 400 FT LOW (19600 FT MSL) INSTEAD OF FL200. ATC ASKED ME TO CLARIFY OUR ALT. I TOLD THEM MY ALTIMETER WAS SET WRONG. THEY GAVE ME A HEADING CHANGE AND I CLBED BACK TO FL200.
