Narrative:

While landing at an off airport site, I drug the surface with the main tires twice, surface felt consistent and similar to previous times landing at this site. While coming in to land, I touched down in 3 point attitude rollout seemed normal. At approximately 10 mph during the deceleration the aircraft hit a 'soft spot' and nosed over and ended up inverted. I made a report to FAA and NTSB. Subsequently I had a mechanic obtain and authority/authorized a ferry flight utilizing an FAA ferry permit. The NTSB ruled this as no accident because of lack of substantial damage to aircraft. No damage to wings, no major damage to empennage. Aircraft nosed up partly due to lack of weight in tail. Aircraft was within weight and balance limits. This was the first landing at this site since last fall.

Title: A PA18-150 LNDG AT AN OFF ARPT SITE ENDS UP UPSIDE DOWN WITH MINOR DAMAGE AFTER HITTING A SOFT SPOT AT SLOW SPD DURING LNDG ROLL.

Narrative: WHILE LNDG AT AN OFF ARPT SITE, I DRUG THE SURFACE WITH THE MAIN TIRES TWICE, SURFACE FELT CONSISTENT AND SIMILAR TO PREVIOUS TIMES LNDG AT THIS SITE. WHILE COMING IN TO LAND, I TOUCHED DOWN IN 3 POINT ATTITUDE ROLLOUT SEEMED NORMAL. AT APPROX 10 MPH DURING THE DECELERATION THE ACFT HIT A 'SOFT SPOT' AND NOSED OVER AND ENDED UP INVERTED. I MADE A RPT TO FAA AND NTSB. SUBSEQUENTLY I HAD A MECH OBTAIN AND AUTH A FERRY FLT UTILIZING AN FAA FERRY PERMIT. THE NTSB RULED THIS AS NO ACCIDENT BECAUSE OF LACK OF SUBSTANTIAL DAMAGE TO ACFT. NO DAMAGE TO WINGS, NO MAJOR DAMAGE TO EMPENNAGE. ACFT NOSED UP PARTLY DUE TO LACK OF WT IN TAIL. ACFT WAS WITHIN WT AND BAL LIMITS. THIS WAS THE FIRST LNDG AT THIS SITE SINCE LAST FALL.
