Narrative:
While leveling off at FL280, the TCASII gave a TA. We saw that an aircraft was 600 ft below us. The TCASII then gave us an increase climb. We continued to climb through FL280 to FL290, while looking for our traffic. We had a visual contact with an airliner at our 12 O'clock position, and then quickly returned to our assigned altitude of FL280. ZOB asked about our climb to FL290. We explained we had an RA to increase climb. Supplemental information from acn 582633: center did not advise of any traffic, or inform us that we might be in violation. They only inquired about our altitude. I think we may have had military aircraft below us, but did not see any traffic.

Title: B727 DEP FROM YYZ RECEIVED TCASII RA INSTRUCTION LEVELING AT FL280.
Narrative: WHILE LEVELING OFF AT FL280, THE TCASII GAVE A TA. WE SAW THAT AN ACFT WAS 600 FT BELOW US. THE TCASII THEN GAVE US AN INCREASE CLB. WE CONTINUED TO CLB THROUGH FL280 TO FL290, WHILE LOOKING FOR OUR TFC. WE HAD A VISUAL CONTACT WITH AN AIRLINER AT OUR 12 O'CLOCK POS, AND THEN QUICKLY RETURNED TO OUR ASSIGNED ALT OF FL280. ZOB ASKED ABOUT OUR CLB TO FL290. WE EXPLAINED WE HAD AN RA TO INCREASE CLB. SUPPLEMENTAL INFO FROM ACN 582633: CTR DID NOT ADVISE OF ANY TFC, OR INFORM US THAT WE MIGHT BE IN VIOLATION. THEY ONLY INQUIRED ABOUT OUR ALT. I THINK WE MAY HAVE HAD MIL ACFT BELOW US, BUT DID NOT SEE ANY TFC.
