Narrative:
About an hour into our flight, the #1 flight attendant came to the back to retrieve an item. Upon her return to first class, the lavatory up there smelled like cigarette smoke. I went up front to confirm the smell and check for remnants of the cigarette. A passenger from coach with a cigarette package in his shirt pocket had exited the lavatory and returned to his seat. I approached him and asked him if he had smoked in the lavatory and he said yes. I advised him that it was against the law and would need identify for the report. He handed me an identify card, not a driver's license. We informed the cockpit, filled out passenger misconduct form and gave passenger his part. Cockpit was uninterested in having auths meet the flight and passenger was so unconcerned that he slept the rest of the way. Passenger seem cavalier about smoking as nothing seems to happen to them other than a warning that we hand them. It should be automatic that auths meet the flight.

Title: PAX RPT FORM FILLED OUT AFTER PAX DEBRIEFED ABOUT NOT BEING ALLOWED TO SMOKE IN THE LAVATORY INFLT.
Narrative: ABOUT AN HR INTO OUR FLT, THE #1 FLT ATTENDANT CAME TO THE BACK TO RETRIEVE AN ITEM. UPON HER RETURN TO FIRST CLASS, THE LAVATORY UP THERE SMELLED LIKE CIGARETTE SMOKE. I WENT UP FRONT TO CONFIRM THE SMELL AND CHK FOR REMNANTS OF THE CIGARETTE. A PAX FROM COACH WITH A CIGARETTE PACKAGE IN HIS SHIRT POCKET HAD EXITED THE LAVATORY AND RETURNED TO HIS SEAT. I APCHED HIM AND ASKED HIM IF HE HAD SMOKED IN THE LAVATORY AND HE SAID YES. I ADVISED HIM THAT IT WAS AGAINST THE LAW AND WOULD NEED IDENT FOR THE RPT. HE HANDED ME AN IDENT CARD, NOT A DRIVER'S LICENSE. WE INFORMED THE COCKPIT, FILLED OUT PAX MISCONDUCT FORM AND GAVE PAX HIS PART. COCKPIT WAS UNINTERESTED IN HAVING AUTHS MEET THE FLT AND PAX WAS SO UNCONCERNED THAT HE SLEPT THE REST OF THE WAY. PAX SEEM CAVALIER ABOUT SMOKING AS NOTHING SEEMS TO HAPPEN TO THEM OTHER THAN A WARNING THAT WE HAND THEM. IT SHOULD BE AUTOMATIC THAT AUTHS MEET THE FLT.
