Narrative:
WX impacting area. I requested aircraft be moved out of sector 40 mins before error. I was training. We had radar associate and tracker. Very complex traffic with turbulence and deviations. Tracker dropped data blocks of aircraft leaving sector on boundary, then coordinated lower with sector giving us aircraft at FL290 in face of aircraft leaving sector at FL280 (now dropped data blocks) tracker told trainee to descend aircraft to FL280, in immediate confliction with aircraft that just left sector. WX and volume, I believe, were the reasons for this error.
