Narrative:
Late frequency change. Approach control asked us to slow early to accommodate departures. After receiving the frequency change to tower I noticed the airspeed was slow 5 KTS, at vref 40 KTS instead of vref 40 KTS +5 KIAS. I set the tower frequency, but did not change the active frequency in the selector window. I notified the captain that we were 5 KTS slow. I continued to monitor departure and arrival traffic and then notice the airspeed was vref 40 KTS -5 KIAS (10 KTS slow). The captain and I discussed the discrepancy and crosschecked airspeed indicators. He said his pfd and HUD agreed and were 5 KTS higher than my pfd. We then got a call from approach telling us that tower was looking for us. We switched over to 118.3 and were given a landing clearance, and landed without incident. The captain made a logbook entry for the airspeed discrepancy.

Title: B737-700 CREW DID NOT CONTACT THE TWR WHEN ADVISED, BECAUSE OF DISTR CAUSED BY A 5 KT AIRSPD DISCREPANCY.
Narrative: LATE FREQ CHANGE. APCH CTL ASKED US TO SLOW EARLY TO ACCOMMODATE DEPS. AFTER RECEIVING THE FREQ CHANGE TO TWR I NOTICED THE AIRSPD WAS SLOW 5 KTS, AT VREF 40 KTS INSTEAD OF VREF 40 KTS +5 KIAS. I SET THE TWR FREQ, BUT DID NOT CHANGE THE ACTIVE FREQ IN THE SELECTOR WINDOW. I NOTIFIED THE CAPT THAT WE WERE 5 KTS SLOW. I CONTINUED TO MONITOR DEP AND ARR TFC AND THEN NOTICE THE AIRSPD WAS VREF 40 KTS -5 KIAS (10 KTS SLOW). THE CAPT AND I DISCUSSED THE DISCREPANCY AND XCHKED AIRSPD INDICATORS. HE SAID HIS PFD AND HUD AGREED AND WERE 5 KTS HIGHER THAN MY PFD. WE THEN GOT A CALL FROM APCH TELLING US THAT TWR WAS LOOKING FOR US. WE SWITCHED OVER TO 118.3 AND WERE GIVEN A LNDG CLRNC, AND LANDED WITHOUT INCIDENT. THE CAPT MADE A LOGBOOK ENTRY FOR THE AIRSPD DISCREPANCY.
