Narrative:
The flight was cleared for the teb 5 departure. Crew mistakenly believed they had been cleared to climb directly to 3000 ft. 3000 ft was set in the altitude reminder and the departure brief for a climb to 3000 ft. However, the departure procedure requires maintaining 2000 ft until passing the pnj beacon. When the crew leveled at 3000 ft prior to the pnj beacon, the controller questioned the altitude stating that the flight should be at 2000 ft. When the crew reported 'correcting,' the controller issued clearance to 6000 ft.
Original NASA ASRS Text
Title: ALT OVERSHOT WHEN THE FLT CREW OF A C550 CITATION JET FAILS TO MAKE THE 2000 FT ALT XING RESTR AT PNJ BEACON DEP N AND NE FROM TEB, NJ.
Narrative: THE FLT WAS CLRED FOR THE TEB 5 DEP. CREW MISTAKENLY BELIEVED THEY HAD BEEN CLRED TO CLB DIRECTLY TO 3000 FT. 3000 FT WAS SET IN THE ALT REMINDER AND THE DEP BRIEF FOR A CLB TO 3000 FT. HOWEVER, THE DEP PROC REQUIRES MAINTAINING 2000 FT UNTIL PASSING THE PNJ BEACON. WHEN THE CREW LEVELED AT 3000 FT PRIOR TO THE PNJ BEACON, THE CTLR QUESTIONED THE ALT STATING THAT THE FLT SHOULD BE AT 2000 FT. WHEN THE CREW RPTED 'CORRECTING,' THE CTLR ISSUED CLRNC TO 6000 FT.
