Narrative:
Due to the confusing system of publishing written temporary flight restrs, the tfr placed on the groton airport, groton, ct, was overlooked. I was PIC of a uh-60 helicopter on a military mission. The mission was to make the military presence known and obvious at all state airports and possible targets of opportunity, such as reservoirs and power plants. Prior to the flight, all required planning was completed to include checking NOTAMS for the local flying area. There was no mention of a temporary restr around groton in the class D NOTAMS, which is the proper location for information about temporary restrs. At no time during the flight did I receive advisories about the restrs. Also, after terminating the flight, and being advised by quonset tower to call providence TRACON, I asked the quonset tower operator about the tfr, and the tower was not aware of it until more than 1 hour after the tfr went into effect. I checked the tfr's after the fact, and after 3 tries, I finally found the restr, third from the end after approximately 30 or more 'in effect ufn' notices. The flight into the tfr was completely unintentional. I would like to recommend that all short-term tfr's such as the 4 restr at groton, ct, be placed in the class D NOTAMS, and also at the beginning of the tfr list, not the end.

Title: UH60 PLT ACCUSED OF VIOLATING GON TFR, RESTRICTING HELI FLT ON OR IN THE VICINITY OF GON ARPT NOISE SENSITIVE RESIDENTIAL AREA.
Narrative: DUE TO THE CONFUSING SYS OF PUBLISHING WRITTEN TEMPORARY FLT RESTRS, THE TFR PLACED ON THE GROTON ARPT, GROTON, CT, WAS OVERLOOKED. I WAS PIC OF A UH-60 HELI ON A MIL MISSION. THERE WAS NO MENTION OF A TEMPORARY RESTR AROUND GROTON IN THE CLASS D NOTAMS, WHICH IS THE PROPER LOCATION FOR INFO ABOUT TEMPORARY RESTRS. AT NO TIME DURING THE FLT DID I RECEIVE ADVISORIES ABOUT THE RESTRS. ALSO, AFTER TERMINATING THE FLT, AND BEING ADVISED BY QUONSET TWR TO CALL PROVIDENCE TRACON, I ASKED THE QUONSET TWR OPERATOR ABOUT THE TFR, AND THE TWR WAS NOT AWARE OF IT UNTIL MORE THAN 1 HR AFTER THE TFR WENT INTO EFFECT. I CHKED THE TFR'S AFTER THE FACT, AND AFTER 3 TRIES, I FINALLY FOUND THE RESTR, THIRD FROM THE END AFTER APPROX 30 OR MORE 'IN EFFECT UFN' NOTICES. THE FLT INTO THE TFR WAS COMPLETELY UNINTENTIONAL.
