Narrative:
During approach to runway 30R I was unable to see the PAPI lights. I asked the tower controller if he could turn them up. He said he couldn't control the brightness. This occurred at XA20 local. Glare from the sun may have been a factor. I was unable to see the PAPI lights until I was within a 1 mi final.
