Narrative:
Location, santiago, D.right. Clearance after takeoff was to join W-19 to pta. No departure procedure was assigned. The only limit on turn-out is stated on chart as not to turn below 1500 ft MSL due to high obstacles located on both sides of the runway 29. A turn at 1500 ft followed by a standard climb to the north will put you quite close to terrain that is plotted up to 3510 ft. The published departure procedures, if assigned, show a turn to the north after reaching 4200 ft or a turn south at 2500 ft, passing back over the field before climbing north to cross the field at or above 5300 ft. In the event that no departure procedure is assigned, it seems it would be prudent to at least have a minimum altitude in our charts to climb to before turning to the north. This was my first trip to sti, and our departure was VMC, so that we could see the terrain. I see a potential problem here -- especially if you miss the 1500 ft note on page 13-1 and start your turn at 400 ft MSL.

Narrative: LOCATION, SANTIAGO, D.R. CLRNC AFTER TKOF WAS TO JOIN W-19 TO PTA. NO DEP PROC WAS ASSIGNED.
