Narrative:
On an approximately 2 NM straight in final (visual) to runway 21 (tower had cleared our aircraft to land), we had an RA climb command from our TCASII. We reacted to the RA and executed a go around. When the sic notified smo tower, his (smo) comment was 'oh, great.' a change of voices from tower came on and asked us if we could squawk 1200. We said we could and followed his commands for left traffic with no further incident. The aircraft we had a conflict with landed without incident. The pilot of the aircraft that we avoided did have difficulty with the english language.

Title: FA20 LNDG SMO EXECUTES GAR BECAUSE OF TCASII RA.
Narrative: ON AN APPROX 2 NM STRAIGHT IN FINAL (VISUAL) TO RWY 21 (TWR HAD CLRED OUR ACFT TO LAND), WE HAD AN RA CLB COMMAND FROM OUR TCASII. WE REACTED TO THE RA AND EXECUTED A GAR. WHEN THE SIC NOTIFIED SMO TWR, HIS (SMO) COMMENT WAS 'OH, GREAT.' A CHANGE OF VOICES FROM TWR CAME ON AND ASKED US IF WE COULD SQUAWK 1200. WE SAID WE COULD AND FOLLOWED HIS COMMANDS FOR L TFC WITH NO FURTHER INCIDENT. THE ACFT WE HAD A CONFLICT WITH LANDED WITHOUT INCIDENT. THE PLT OF THE ACFT THAT WE AVOIDED DID HAVE DIFFICULTY WITH THE ENGLISH LANGUAGE.
