Narrative:

TCASII RA while on approach to runway 18R on intersection south STAR into clt. Between intersection south and intersection J, TCASII gave 'traffic, traffic' warning, and display showed target at 10 O'clock position, 400 ft below us and climbing with a fast closure rate. International relief officer spotted target before RA was issued, and maintained visual contact throughout evasive maneuver. The traffic, a private twin propeller or turbo propeller, leveled off at our altitude of 11000 ft MSL as the TCASII RA advised a sharp 'descend, descend' command. Clt approach called us to advise of a 'pop-up' target before RA was given and suggested a climbing right turn. We turned 90 degrees to right and climbed to 11500 ft until clear, and advised ATC. A probable mid-air was avoided, thanks to the TCASII system and proper crew reaction.

IRO SPOTTED TARGET BEFORE RA WAS ISSUED, AND MAINTAINED VISUAL CONTACT THROUGHOUT EVASIVE MANEUVER. THE TFC, A PVT TWIN PROP OR TURBO PROP, LEVELED OFF AT OUR ALT OF 11000 FT MSL AS THE TCASII RA ADVISED A SHARP 'DSND, DSND' COMMAND. CLT APCH CALLED US TO ADVISE OF A 'POP-UP' TARGET BEFORE RA WAS GIVEN AND SUGGESTED A CLBING R TURN. WE TURNED 90 DEGS TO R AND CLBED TO 11500 FT UNTIL CLR, AND ADVISED ATC. A PROBABLE MID-AIR WAS AVOIDED, THANKS TO THE TCASII SYS AND PROPER CREW REACTION.
