Narrative:
We were pulling in to be parked at gate this morning. As we approached the stopping point, but while we were still moving, we received an EICAS warning and light for the forward cargo door open. This is totally unacceptable. Not only were both engines running, not only were we not stopped, not only are we not allowed to enter arrival fuel until the 1L door is opened and an in time is transmitted -- but we have some yahoo opening the cargo door while the aircraft is in motion. This is the second time that this has happened to me in the last 3 months. I went down and talked to the crew chief. Of course 'he didn't see nothing.' the guideman of course, 'he didn't see nothing.' I did advise them of the serious safety hazard to the personnel and to the distraction as we are approaching the brakes applied signal. As usual, 'they didn't give a *#@#.
