Narrative:

First officer was in consolidation (less than 50 hours in type) and flying approach, ILS runway 25L at vhhh. When cleared for approach and given final vector, localizer failed to capture and first officer flew aircraft back to and captured localizer. Aircraft was high on GS and autoplt was disengaged and first officer corrected back to GS and course. First officer attempted to reengage autoplt by himself not in accordance with procedures and began to drift right off course due to strong winds, towards runway 25R. Distance of runway still approximately 7-8 mi. While attempting to correct back to localizer and just prior to first officer and captain initiating 'go around,' local ATC requested go around. Map indicated approximately 5 mi from and 2000 ft left of runway 25R. Subsequent approach and landing made without incident. Subsequent liaison with local ATC indicated no conflict with other traffic (closest 6 mi in trail, runway 25R) and no altitude deviation except +700 ft initially while attempting to capture GS on runway 25L. Local officials indicated possible localizer signal interference due to aircraft (B747) in proximity to transmitter while approach was initiated. First officer failed to use proper CRM after reestablishing localizer/GS and should have continued to simply 'hand-fly' aircraft.

SUBSEQUENT APCH AND LNDG MADE WITHOUT INCIDENT.
