Narrative:
Pilot departed 3MO normally, then returned opposite direction, performing a low approach in non waivered airspace. Pilot used poor judgement considering the circumstances. This happens every day all over the country and could be best remedied by making it easier to obtain aerobatic waivers and also publishing procedures (standard) which would allow for safe operations in executing fly-bys.

Title: NANCHANG EXPERIMENTAL (CJ6A) AEROBATIC PLT ADMITTED THAT HE PERFORMED AN ILLEGAL AEROBATIC MANEUVER AT 3MO, AK.
Narrative: PLT DEPARTED 3MO NORMALLY, THEN RETURNED OPPOSITE DIRECTION, PERFORMING A LOW APCH IN NON WAIVERED AIRSPACE. PLT USED POOR JUDGEMENT CONSIDERING THE CIRCUMSTANCES. THIS HAPPENS EVERY DAY ALL OVER THE COUNTRY AND COULD BE BEST REMEDIED BY MAKING IT EASIER TO OBTAIN AEROBATIC WAIVERS AND ALSO PUBLISHING PROCS (STANDARD) WHICH WOULD ALLOW FOR SAFE OPS IN EXECUTING FLY-BYS.
