Narrative:
Because of a refusal by central flow (despite repeated earlier requests by ZKC flow) to initiate timely rerouting of aircraft, ZKC sector 27 (tul high) suffered an extended period during which probably half of the tracked targets entering my airspace were completely idented and 'tagged' properly. Half the targets were limited data blocks only. Supplemental information from acn 586089: sector became overloaded for extended period of time (several hours) due to break in WX over kansas city. There were some deviations of adjacent sector airspace during this period. Supplemental information from acn 586328: there was a long diagonal line of thunderstorms with break in the WX over pwe which is on the ZKC-ZMP boundary. All aircraft within the surrounding areas were trying to get through the same area. There were too many aircraft aiming for the 1 opening of WX and was a coordination disaster because so many sectors were involved. There were several hours, without any help from flow control. There was not enough room for all the aircraft to fit. There was no order, or spacing from ZDV or other areas.

Title: ZKC CTLR ATTEST TO FAILURE OF ATC SYS DURING A BREAK IN A SEVERE WX SYS AS ACFT FLY TO THE WX BREAK AND ATC CANNOT TRACK, COORDINATE OR FLOW TFC FROM ZDV TO ZKC IN A TIMELY OR CORRECT MANNER. ZDV AND ZKC FLOW CTL FAULTED.
