Narrative:
Passenger was smoking marijuana in the lavatory and drinking his own alcohol. Passenger sitting next to him reported the alcohol under the seat and that passenger had gone to lavatory 3 times and returned to seat smelling of marijuana. Supplemental information from acn 586436: captain radioed ahead for auths to meet us. Auths (fed's) advised this was not big enough event to address. Eventually, the sheriff showed up, advising he had no authority/authorized as it was federal jurisdiction.

Title: A B737 FLT ATTENDANT RPTED THAT A MARIJUANA SMOKING PAX, DRINKING HIS OWN ALCOHOL, WAS ALLOWED TO GO FREE BY LCL FEDS AND SHERIFF AT DEST ARPT.
Narrative: PAX WAS SMOKING MARIJUANA IN THE LAVATORY AND DRINKING HIS OWN ALCOHOL. PAX SITTING NEXT TO HIM RPTED THE ALCOHOL UNDER THE SEAT AND THAT PAX HAD GONE TO LAVATORY 3 TIMES AND RETURNED TO SEAT SMELLING OF MARIJUANA. SUPPLEMENTAL INFO FROM ACN 586436: CAPT RADIOED AHEAD FOR AUTHS TO MEET US. AUTHS (FED'S) ADVISED THIS WAS NOT BIG ENOUGH EVENT TO ADDRESS. EVENTUALLY, THE SHERIFF SHOWED UP, ADVISING HE HAD NO AUTH AS IT WAS FEDERAL JURISDICTION.
