Narrative:
Departed anp on a local familiarization flight. Departed with assigned squawk code per pct ADIZ rules and established 2-WAY communication on assigned frequency. Was called by controller as we circled annapolis area and advised him we were outbound direct easton, at a common ground point (lighthouse at dca 101/39). We were advised to change squawk to 1200, that we were clear of ADIZ and cleared to change frequency. I rolled the aircraft to show my passenger the lighthouse advising him to use that as a landmark not to cross until with pct for re-entry into ADIZ. We then changed squawk to 1200 and frequency to easton unicom. 20 mins into flight we were advised to land at easton and call TRACON. We did so and they told us they were tracking a different squawk that was north of easton. We were working south. They told us it was a misident and to disregard. We returned to anp without event except asked controller to get pct to look into the mistrack. On landing at anp was called by pct and advised they tracked me at dca 101/35 (ADIZ ends at dca 101/37) and they were filing a preliminary investigation.

Title: PLT OF PA28 WAS TRACKED BY PCT AND FOUND TO BE JUST WITHIN THE DC ADIZ. SECOND TIME ON SAME TRIP PLT WAS ACCUSED. THE FIRST TIME THE ACTUAL OFFENDER WAS DETERMINED TO HAVE BEEN ANOTHER ACFT.
Narrative: DEPARTED ANP ON A LCL FAMILIARIZATION FLT. DEPARTED WITH ASSIGNED SQUAWK CODE PER PCT ADIZ RULES AND ESTABLISHED 2-WAY COM ON ASSIGNED FREQ. WAS CALLED BY CTLR AS WE CIRCLED ANNAPOLIS AREA AND ADVISED HIM WE WERE OUTBOUND DIRECT EASTON, AT A COMMON GND POINT (LIGHTHOUSE AT DCA 101/39). WE WERE ADVISED TO CHANGE SQUAWK TO 1200, THAT WE WERE CLR OF ADIZ AND CLRED TO CHANGE FREQ. I ROLLED THE ACFT TO SHOW MY PAX THE LIGHTHOUSE ADVISING HIM TO USE THAT AS A LANDMARK NOT TO CROSS UNTIL WITH PCT FOR RE-ENTRY INTO ADIZ.
