Narrative:
LJ35 was cleared for visual approach on runway 29 at cae. At 3/4 of a mi from my threshold, a C130 was also cleared for a visual to runway 29. The C130 turned in front of LJ35, unaware of the lear's presence. Lear captain informed the approach controller of the C130 and the controller replied by heading the lear off to the tower. When the tower was notified of the situation, he instructed the lear to perform s-turns to gain separation. This was not practical since the lear was overtaking the C130 and only a 1/2 mi from runway. Then the controller instructed the lear to circle to runway 23. This was also not possible due to the proximity to the airport. The lear then informed the controller he was going around. The controller's decision to have the slower C130 turn in front of the lear was poor. His (the controller) desire for it to work out by suggesting inappropriate solutions could have made the problem far worse.
Original NASA ASRS Text
Title: CAE ATCT LCL CTLR TURNS A C130 IN FOR A SHORT VISUAL APCH IN FRONT OF A LEAR JET ON A VISUAL APCH TO THE SAME RWY.
Narrative: LJ35 WAS CLRED FOR VISUAL APCH ON RWY 29 AT CAE. AT 3/4 OF A MI FROM MY THRESHOLD, A C130 WAS ALSO CLRED FOR A VISUAL TO RWY 29. THE C130 TURNED IN FRONT OF LJ35, UNAWARE OF THE LEAR'S PRESENCE. LEAR CAPT INFORMED THE APCH CTLR OF THE C130 AND THE CTLR REPLIED BY HEADING THE LEAR OFF TO THE TWR. WHEN THE TWR WAS NOTIFIED OF THE SIT, HE INSTRUCTED THE LEAR TO PERFORM S-TURNS TO GAIN SEPARATION. THIS WAS NOT PRACTICAL SINCE THE LEAR WAS OVERTAKING THE C130 AND ONLY A 1/2 MI FROM RWY. THEN THE CTLR INSTRUCTED THE LEAR TO CIRCLE TO RWY 23. THIS WAS ALSO NOT POSSIBLE DUE TO THE PROX TO THE ARPT. THE LEAR THEN INFORMED THE CTLR HE WAS GOING AROUND. THE CTLR'S DECISION TO HAVE THE SLOWER C130 TURN IN FRONT OF THE LEAR WAS POOR. HIS (THE CTLR) DESIRE FOR IT TO WORK OUT BY SUGGESTING INAPPROPRIATE SOLUTIONS COULD HAVE MADE THE PROB FAR WORSE.
