Narrative:
We were in the process of diverting our destination to teb. I was the PF and xferred control to my first officer. I used our flight phone to call dispatch to inform them of our diversion. After about 2-3 mins on the phone, I came back and asked for control of the aircraft and any information during my call. The first officer said we were level at 11000 ft on an assigned heading. We landed uneventfully in teb. Later, my first officer approached me and informed me of an anomaly while I was on the phone. He was issued a descent out of 18000 ft to 11000 ft in 3 mins or less. While coming level at 11000 ft he checked in with ny approach and the controller said 'thanks, but you didn't make it.' my concern now was two fold. Why was I not told in-flight and what happened? I reported the occurrence to my company and had a debrief/discussion with my first officer as to what should have been done. I went over what SOP's he didn't follow and learned to not allow myself to be taken fully out of the loop. Perhaps turn the speaker up or keep my headphone on 1 ear.

Title: WHILE THE CAPT WAS TALKING ON COMPANY RADIO THE FO OF C560 UNWISELY ACCEPTED A DSCNT CLRNC WITH A RESTR THAT WAS UNLIKELY TO BE MET. WHEN HE FAILED TO DO SO THE CTLR HINTED AT RPTING A VIOLATION.

WHILE COMING LEVEL AT 11000 FT HE CHKED IN WITH NY APCH AND THE CTLR SAID 'THANKS, BUT YOU DIDN'T MAKE IT.' MY CONCERN NOW WAS TWO FOLD. WHY WAS I NOT TOLD INFLT AND WHAT HAPPENED? I RPTED THE OCCURRENCE TO MY COMPANY AND HAD A DEBRIEF/DISCUSSION WITH MY FO AS TO WHAT SHOULD HAVE BEEN DONE.
