Narrative:
Departed ttn at XA00 local, experienced excessive need for aileron trim and control input, suspected fuel imbalance, and rigging problem on flight control, took corrective action to balance fuel, advised center and asked to return to ttn airport. Tower declared an in-flight emergency. Landed without further incident. Total flight time block to block .5 hours.
