Narrative:
After departing jac, tower cleared us 'on course' and handed us off to ZLC. Center said we were not on radar yet, but would soon be with higher altitude. It was a hot day at jac and climb performance was expectedly slow. On an almost due east climb to riw, we were climbing toward the mountains east of jac. There was also a thunderstorm 10 mi on the other side (east) of the mountain. We were climbing such as to clear the mountain and were about to call center for a turn to the south to avoid the cell. Before we could call, we received a TA on an aircraft at our 2 O'clock position, it was approximately 1500 ft above us. I spotted the aircraft (looked like another citation 650). I then got a RA 'maintain vertical speed.' at that point, the other aircraft banked sharply to the right and dove. When I saw him enter the turn, I knew to keep my heading and climb steady as he had seen me and was maneuvering to miss us. I saw the aircraft pass 200 ft below and about 500 ft to our right. He complained to center that they had him on a collision course (with us). Right after that, center said we were in radar contact, and we requested the right turn to avoid WX. The rest of the flight was uneventful. I believe jac needs radar! Center had the other aircraft, but not us due to mountainous terrain and altitude. Much clrer departure rtes should be put in place. Aircraft should fly these departure rtes until in radar contact, then be cleared on course. Arriving aircraft should be vectored around the departure rtes.

Narrative: AFTER DEPARTING JAC, TWR CLRED US 'ON COURSE' AND HANDED US OFF TO ZLC. CTR SAID WE WERE NOT ON RADAR YET, BUT WOULD SOON BE WITH HIGHER ALT.
