Narrative:
Cleared for a visual approach left base runway 5, cleared to land by tower. Light single engine pilot on left downwind to runway 5 was advised by tower of our position but evidently did not see us and/or was unable to avoid intruding into our flight path. We leveled off on base, based on TCASII advisories plus visual avoidance and observed the light single pilot turn away from the airport, toward us, and pass 100 ft below our altitude of approximately 1100 ft AGL. We went missed approach. We attribute this incident to the light single pilot's inability to see and avoid our aircraft plus tower's late realization that he was not adjusting his downwind pattern to avoid our flight path.

Title: FLT CREW OF CL60 EXPERIENCES NMAC WITH SMA DURING VFR MANEUVERING FOR VISUAL APCHS TO RWY 5 AT APF.
Narrative: CLRED FOR A VISUAL APCH L BASE RWY 5, CLRED TO LAND BY TWR. LIGHT SINGLE ENG PLT ON L DOWNWIND TO RWY 5 WAS ADVISED BY TWR OF OUR POS BUT EVIDENTLY DID NOT SEE US AND/OR WAS UNABLE TO AVOID INTRUDING INTO OUR FLT PATH. WE LEVELED OFF ON BASE, BASED ON TCASII ADVISORIES PLUS VISUAL AVOIDANCE AND OBSERVED THE LIGHT SINGLE PLT TURN AWAY FROM THE ARPT, TOWARD US, AND PASS 100 FT BELOW OUR ALT OF APPROX 1100 FT AGL. WE WENT MISSED APCH. WE ATTRIBUTE THIS INCIDENT TO THE LIGHT SINGLE PLT'S INABILITY TO SEE AND AVOID OUR ACFT PLUS TWR'S LATE REALIZATION THAT HE WAS NOT ADJUSTING HIS DOWNWIND PATTERN TO AVOID OUR FLT PATH.
