Narrative:
T37 recovering from hollis air base assigned 12000 ft +350 KTS tied at annaa with T37 recovering from brazo, assigned 13000 ft, +250 KTS. The brazo recovery aircraft descended below 13000 ft to as low as 12500 ft before climbing back up to 13000 ft. He said, when I questioned him, that he'd understood himself to be cleared to 12000 ft. Conflict alert activated. I do not know if they printed at the omic. I do not know that I did or did not lose 5 mi. I do not know if I missed a readback or if this was a pilot error. I did report the incident to my supervisor immediately. He said the LOA we have for the recovers from the military training areas requires these aircraft to provide their own separation and that, in any event, it sounded like a pilot deviation. He asked if they'd come so close that safety was compromised. I told him they definitely had not come that close, that they were at least 4 mi, maybe even 5 mi apart.

Title: ZFW ARTCC RADAR CTLR RECEIVES 2 MIL T37 ACFT RECOVERING FROM SEPARATE TRAINING AREAS AND WAS NOT SURE STANDARD SEPARATION WAS ESTABLISHED.
Narrative: T37 RECOVERING FROM HOLLIS AIR BASE ASSIGNED 12000 FT +350 KTS TIED AT ANNAA WITH T37 RECOVERING FROM BRAZO, ASSIGNED 13000 FT, +250 KTS. THE BRAZO RECOVERY ACFT DSNDED BELOW 13000 FT TO AS LOW AS 12500 FT BEFORE CLBING BACK UP TO 13000 FT. HE SAID, WHEN I QUESTIONED HIM, THAT HE'D UNDERSTOOD HIMSELF TO BE CLRED TO 12000 FT. CONFLICT ALERT ACTIVATED. I DO NOT KNOW IF THEY PRINTED AT THE OMIC. I DO NOT KNOW THAT I DID OR DID NOT LOSE 5 MI. I DO NOT KNOW IF I MISSED A READBACK OR IF THIS WAS A PLT ERROR. I DID RPT THE INCIDENT TO MY SUPVR IMMEDIATELY. HE SAID THE LOA WE HAVE FOR THE RECOVERS FROM THE MIL TRAINING AREAS REQUIRES THESE ACFT TO PROVIDE THEIR OWN SEPARATION AND THAT, IN ANY EVENT, IT SOUNDED LIKE A PLTDEV. HE ASKED IF THEY'D COME SO CLOSE THAT SAFETY WAS COMPROMISED. I TOLD HIM THEY DEFINITELY HAD NOT COME THAT CLOSE, THAT THEY WERE AT LEAST 4 MI, MAYBE EVEN 5 MI APART.
