Narrative:
We were being given vectors to intercept the ILS runway 9R at ord and on our base leg, approximately 20 NM out from ord. We had first a TA, then an RA, on TCASII. At the same time we had the RA, ord ATC informed us that the traffic had just shown up on his radar. We had just intercepted runway 9R and had to climb 3400 ft. During the climb, I noticed a low wing GA aircraft circling right above a cloud layer. After the RA, we returned to our assigned altitude of 5000 ft to continue the approach without further incident.

Title: EMJ FLT CREW HAS TCASII RA DURING APCH TO ORD.
Narrative: WE WERE BEING GIVEN VECTORS TO INTERCEPT THE ILS RWY 9R AT ORD AND ON OUR BASE LEG, APPROX 20 NM OUT FROM ORD. WE HAD FIRST A TA, THEN AN RA, ON TCASII. AT THE SAME TIME WE HAD THE RA, ORD ATC INFORMED US THAT THE TFC HAD JUST SHOWN UP ON HIS RADAR. WE HAD JUST INTERCEPTED RWY 9R AND HAD TO CLB 3400 FT. DURING THE CLB, I NOTICED A LOW WING GA ACFT CIRCLING RIGHT ABOVE A CLOUD LAYER. AFTER THE RA, WE RETURNED TO OUR ASSIGNED ALT OF 5000 FT TO CONTINUE THE APCH WITHOUT FURTHER INCIDENT.
