Narrative:
I picked up IFR clearance fwn-avp by phone, clearance void time XA43Z. I took off just at XA43. Clearance stated 'when in controled airspace, contact new york departure 127.6.' I tried several times to do so but was nearly to sax before he heard me. (On the way into fwn 127.6 was breaking up badly and I had a difficult time canceling IFR from the air because of his inability to hear me.) controller stated I was '7 mi late,' interping off-time to be contact time. Clearance was: direct sax radar vectors huo direct lhy direct M30, E40, 10 mins, when in controled airspace contact new york at 127.6, squawk XXXX. I had reached 3000 ft climbing at 500 FPM and had been calling for greater than 1 min when I got through.

Title: AFTER RECEIVING IFR CLRNC BY PHONE AND DEPARTING ON TIME, AN SMA PLT HAD DIFFICULTY CONTACTING N90 APCH CTLR.
Narrative: I PICKED UP IFR CLRNC FWN-AVP BY PHONE, CLRNC VOID TIME XA43Z. I TOOK OFF JUST AT XA43. CLRNC STATED 'WHEN IN CTLED AIRSPACE, CONTACT NEW YORK DEP 127.6.' I TRIED SEVERAL TIMES TO DO SO BUT WAS NEARLY TO SAX BEFORE HE HEARD ME. (ON THE WAY INTO FWN 127.6 WAS BREAKING UP BADLY AND I HAD A DIFFICULT TIME CANCELING IFR FROM THE AIR BECAUSE OF HIS INABILITY TO HEAR ME.) CTLR STATED I WAS '7 MI LATE,' INTERPING OFF-TIME TO BE CONTACT TIME.
