Narrative:
On approach to sfo runway 28L, outside of bridge, traffic was pointed out to us (an air carrier Y B757). That traffic was going to runway 28R. Each of the aircraft acknowledged the other in sight. Air carrier Y was cleared for the visual approach to runway 28L. Air carrier Y was instructed to keep air carrier X in sight. At the bridge, air carrier X flight got a TCASII traffic alert off our right side and behind. Then a TCASII RA inside bridge and air carrier Y is directly off our right side approximately 500 ft and passed us. There is no way air carrier Y kept us in sight and created an unsafe flight condition by passing us on the final approach. Approach control and tower had staggered the aircraft for the approach. In summary: aircraft should not pass on the approach because of the close lateral separation. This action by air carrier Y created a TCASII RA and is a direct deviation from the sfo charted visual flight procedures, which state: heavy aircraft and B757's will not be authority/authorized to overtake another aircraft on the adjacent final approach course.

Title: B757 PLT IS CONCERNED WITH AN ADJACENT B757 PASSING ON FINAL AT SFO.
Narrative: ON APCH TO SFO RWY 28L, OUTSIDE OF BRIDGE, TFC WAS POINTED OUT TO US (AN ACR Y B757). THAT TFC WAS GOING TO RWY 28R. EACH OF THE ACFT ACKNOWLEDGED THE OTHER IN SIGHT. ACR Y WAS CLRED FOR THE VISUAL APCH TO RWY 28L. ACR Y WAS INSTRUCTED TO KEEP ACR X IN SIGHT. AT THE BRIDGE, ACR X FLT GOT A TCASII TFC ALERT OFF OUR R SIDE AND BEHIND. THEN A TCASII RA INSIDE BRIDGE AND ACR Y IS DIRECTLY OFF OUR R SIDE APPROX 500 FT AND PASSED US. THERE IS NO WAY ACR Y KEPT US IN SIGHT AND CREATED AN UNSAFE FLT CONDITION BY PASSING US ON THE FINAL APCH. APCH CTL AND TWR HAD STAGGERED THE ACFT FOR THE APCH. IN SUMMARY: ACFT SHOULD NOT PASS ON THE APCH BECAUSE OF THE CLOSE LATERAL SEPARATION. THIS ACTION BY ACR Y CREATED A TCASII RA AND IS A DIRECT DEV FROM THE SFO CHARTED VISUAL FLT PROCS, WHICH STATE: HVY ACFT AND B757'S WILL NOT BE AUTH TO OVERTAKE ANOTHER ACFT ON THE ADJACENT FINAL APCH COURSE.
