Narrative:
I was the lead technician on aircraft X. 3RD shift line mechanic turned over a cargo door hinge harness replacement. Prior to replacement, the door worked normally. After replacement the hinge lift actuator was inoperative. We troubleshot per the manual and idented proximity sensor S-150 to be faulty. The aircraft was needed for an XC00 departure. At XA40 I called for dispatch approval. I verbally received an MEL reference. I was told to verify door closed and locked, visual indicators on door and 'locked' light on door control panel. The aircraft departed ZZZ. On pre-departure inspection at ZZZ1, a diligent technician discovered the aircraft was out of compliance. 3 1/2 pages behind the main reference, was a statement forbidding dispatch with the amber 'cargo doors' light on in the cockpit. This resulted in cancellation of a round trip. The indication problem was subsequently repaired at ZZZ1. I have been tasked by my manager to write an educational letter for submission to maintenance administration and training.

Title: A B767-400 WAS DISPATCHED IN NON COMPLIANCE WITH THE FORWARD CARGO DOOR DEFERRED AS INOP PER MEL. SPECIAL PROCS WOULD NOT ALLOW DISPATCH.
Narrative: I WAS THE LEAD TECHNICIAN ON ACFT X. 3RD SHIFT LINE MECH TURNED OVER A CARGO DOOR HINGE HARNESS REPLACEMENT. PRIOR TO REPLACEMENT, THE DOOR WORKED NORMALLY.
