Narrative:

TCASII RA on climb out. After takeoff from bwi, we were given instructions, for best rate of climb through 11000 ft. Out of 10000 ft received TA and contact observed on display at 1:30 O'clock position, about 5 mi and also visually. Within seconds with contact at 1:30 O'clock position at 3-4 mi received monitor vertical speed and ivsi indications to essentially leveloff. Followed advisory commands. Contact was apparently in a turn as it passed 2 1/2 to 3 mi abeam at +400 ft or so. Both aircraft reported RA to potomac departure control.

CONTACT WAS APPARENTLY IN A TURN AS IT PASSED 2 1/2 TO 3 MI ABEAM AT +400 FT OR SO. BOTH ACFT RPTED RA TO POTOMAC DEP CTL.
