Narrative:

Departed phx runway 25R assigned the tfd 1 departure #2 in-trail of company airbus with same clearance. We were approximately 1 to 1.5 mi in-trail. Checked on with departure control was given FL210 and maintain visual from company A320. When the A320 reached the 9 DME fix on the tfd 1, he was given heading 120 degrees. A320 responded yet did not turn. When we reached the 9 DME fix we were also given a 120 degree heading. The A320 began its turn when we did, placing both aircraft on parallel courses. Due to the bank angle of our turn I lost the A320 but the first officer said he had visual while in our turn. The A320 was given a 090 degree heading placing him now on converging course. The first officer commented that this did not look like it was going to work. When we rolled out on our 120 degree heading, it was obvious that separation with the A320 would be compromised. Just then the first officer commanded 'hard left!' while the TCASII simultaneously commanded 'descend, descend now.' I did both. In the banking descent TCASII commanded, 'increase descent.' I did. When clear of conflict came, we lost approximately 2000 ft and resumed our flight after notifying ATC. Contributing factors: controller reliant upon aircraft providing own separation. A320 delayed turn. Controller assigning a 090 degree heading to A320 probably not realizing we were no longer in-trail but parallel. Frequency congestion. TCASII commanding both aircraft to descend. It appears that TCASII did not communicate with one another. Instead of complementary RA's it gave conflicting. Supplemental information from acn 594177: maxxo one departure from runway 25R. From a heading of 240 degrees and prior to 9 DME of pxr, ATC issued a heading of 120 degrees followed by instructions for a further left turn to 090 degrees. Shortly thereafter, flight was cleared direct bayta intersection -- clearance altitude FL210. Autoplt and autothrust engaged, TCASII issued an RA to descend. A target in the left rear quadrant and 600 ft above was indicated. Autoplt was disengaged and a descent initiated to comply with the RA. Evasive action terminated when cleared of conflict. No injuries reported, nor was an emergency declared. Flight proceeded as planned. Supplemental information from acn 594172: we departed runway 25R on maxxo departure. At about 3000 ft AGL on 240 degree heading we were given climb to FL210. Shortly after clearance to FL210, we were given left turn to 120 degree heading. This was followed shortly thereafter with a clearance to a 090 degree heading. We were then cleared direct bayta which required about a further left turn of 10 degrees. Autoplt, autothrust were functioning. TCASII alerted traffic at about 7:30 O'clock position, 600 ft above and climbing. Captain acquired traffic, took controls to avoid, followed almost immediately by a TCASII descend RA. We descended to 6500 ft during maneuver. No damage or injury was suffered. Other aircraft took off behind us, was instructed to maintain visual separation and was vectored inside of our turn prior to our clearance to 090 degree heading. I did not have situational awareness of this traffic, and our TCASII was set to intruder only.

WHEN WE REACHED THE 9 DME FIX WE WERE ALSO GIVEN A 120 DEG HDG. THE A320 BEGAN ITS TURN WHEN WE DID, PLACING BOTH ACFT ON PARALLEL COURSES. DUE TO THE BANK ANGLE OF OUR TURN I LOST THE A320 BUT THE FO SAID HE HAD VISUAL WHILE IN OUR TURN. THE A320 WAS GIVEN A 090 DEG HDG PLACING HIM NOW ON CONVERGING COURSE. THE FO COMMENTED THAT THIS DID NOT LOOK LIKE IT WAS GOING TO WORK. WHEN WE ROLLED OUT ON OUR 120 DEG HDG, IT WAS OBVIOUS THAT SEPARATION WITH THE A320 WOULD BE COMPROMISED. TCASII ALERTED TFC AT ABOUT 7:30 O'CLOCK POS, 600 FT ABOVE AND CLBING. CAPT ACQUIRED TFC, TOOK CTLS TO AVOID, FOLLOWED ALMOST IMMEDIATELY BY A TCASII DSND RA. WE DSNDED TO 6500 FT DURING MANEUVER. NO DAMAGE OR INJURY WAS SUFFERED. OTHER ACFT TOOK OFF BEHIND US, WAS INSTRUCTED TO MAINTAIN VISUAL SEPARATION AND WAS VECTORED INSIDE OF OUR TURN PRIOR TO OUR CLRNC TO 090 DEG HDG. I DID NOT HAVE SITUATIONAL AWARENESS OF THIS TFC, AND OUR TCASII WAS SET TO INTRUDER ONLY.
