Narrative:
Aircraft #1 was a departure off of ord with a climb rate of 800 FPM. Aircraft #2 was in cruise nwbound. Coordination was done to stop aircraft #1 at FL290. I thought aircraft #1 was not on my frequency. The aircraft was on my frequency and was not stopped at FL290. The aircraft was observed climbing through FL290. I made a blanket transmission to the aircraft to stop at FL290. The aircraft went back down to FL290.

Title: A CRJ1 CLBING OFF ORD CONFLICTS WITH A DC9 AT CRUISE FL310.
Narrative: ACFT #1 WAS A DEP OFF OF ORD WITH A CLB RATE OF 800 FPM. ACFT #2 WAS IN CRUISE NWBOUND. COORD WAS DONE TO STOP ACFT #1 AT FL290. I THOUGHT ACFT #1 WAS NOT ON MY FREQ. THE ACFT WAS ON MY FREQUENCY AND WAS NOT STOPPED AT FL290. THE ACFT WAS OBSERVED CLBING THROUGH FL290. I MADE A BLANKET XMISSION TO THE ACFT TO STOP AT FL290. THE ACFT WENT BACK DOWN TO FL290.
