Narrative:
CRJ2 was speed restr for the B737 to increase to cruise climb speed, the CRJ2 was given 'resume normal speed' and frequency changed to ZAU. The CRJ2 did not change to the center frequency, but leveled at 13000 ft and built speed.

Title: A CRJ2 CREW DEPARTING ORD BEHIND A B737 HAD SPD RESTR LIFTED AND FAILED TO CALL ZAU AS INSTRUCTED. THE CRJ2 INCREASED SPD AND CONFLICTED WITH THE B737.
Narrative: CRJ2 WAS SPD RESTR FOR THE B737 TO INCREASE TO CRUISE CLB SPD, THE CRJ2 WAS GIVEN 'RESUME NORMAL SPD' AND FREQ CHANGED TO ZAU. THE CRJ2 DID NOT CHANGE TO THE CTR FREQ, BUT LEVELED AT 13000 FT AND BUILT SPD.
