Narrative:

I am a controller with 22+ yrs FAA experience plus 4 military. I have never seen such ineptitude on the part of a pilot as mr X, PIC of aircraft X. Today he failed to hold any course, making numerous unpredictable turns and course deviations while en route to the ILS runway 15 approach. The controller on duty had to issue no gyro vectors, which also failed to keep aircraft on a steady heading. The pilot got to the localizer, then zigzagged down an approach monitored ILS. He required more vectors in emergency/flight assistant controller posture. There have been numerous deviations and ATC complaints about this pilot. He will kill himself and possibly others. He has lost his ticket in the past, but FSDO recertified him. The controller force at btv cannot understand how this guy can be allowed to fly in any controled airspace environment. He always requires at least 1 controller's full attention while service to others is disrupted. This is a FSDO failure to uphold any reasonable standard. Title: BTV CTLR IS FRUSTRATED WITH PLT COMPETENCE DURING VECTORS TO ILS APCH.

Narrative: I AM A CTLR WITH 22+ YRS FAA EXPERIENCE PLUS 4 MIL. I HAVE NEVER SEEN SUCH INEPTITUDE ON THE PART OF A PLT AS MR X, PIC OF ACFT X. TODAY HE FAILED TO HOLD ANY COURSE, MAKING NUMEROUS UNPREDICTABLE TURNS AND COURSE DEVS WHILE ENRTE TO THE ILS RWY 15 APCH. THE CTLR ON DUTY HAD TO ISSUE NO GYRO VECTORS, WHICH ALSO FAILED TO KEEP ACFT ON A STEADY HDG. THE PLT GOT TO THE LOC, THEN ZIGZAGGED DOWN AN APCH MONITORED ILS. HE REQUIRED MORE VECTORS IN EMER/FLT ASSISTANT CTLR POSTURE. THERE HAVE BEEN NUMEROUS DEVS AND ATC COMPLAINTS ABOUT THIS PLT. HE WILL KILL HIMSELF AND POSSIBLY OTHERS. HE HAS LOST HIS TICKET IN THE PAST, BUT FSDO RECERTIFIED HIM. THE CTLR FORCE AT BTV CANNOT UNDERSTAND HOW THIS GUY CAN BE ALLOWED TO FLY IN ANY CTLED AIRSPACE ENVIRONMENT. HE ALWAYS REQUIRES AT LEAST 1 CTLR'S FULL ATTN WHILE SVC TO OTHERS IS DISRUPTED. THIS IS A FSDO FAILURE TO UPHOLD ANY REASONABLE STANDARD.
