Narrative:
We departed spartanburg, sc (spa) en route to baltimore/washington (bwi) at approximately XA30 am. While en route on an IFR flight plan, we deviated to annapolis, md (anp) due to WX delays. While on the descent into anp, the controller advised us a visual approach would probably be available because he had noticed some VFR traffic around the airport. That led me to believe that anp was not inside of the ADIZ. While on the ground, FSS station was called and an IFR flight plan was filed to greensboro, nc (gso). No WX briefing was obtained from the briefer. We used an internet provider to obtain a WX briefing. On departure from anp, we took off on runway 12 eastbound. Immediately after takeoff, we contacted potomac approach within 1 mi of anp. We told them we just departed anp climbing through 1000 ft and need to pick up an IFR clearance. The controller then asked us were we on a 1200 squawk code and we replied yes. He then informed us we had violated the ADIZ by not getting a squawk code before departure. He then gave us a squawk code and told us he could not find our flight plan. He then gave us VFR flight following to the edge of his airspace.

Title: PA46 PLT DEPARTS ANP INTO DC ADIZ WITHOUT OBTAINING PREDEP CLRNC REQUIREMENTS.
Narrative: WE DEPARTED SPARTANBURG, SC (SPA) ENRTE TO BALTIMORE/WASHINGTON (BWI) AT APPROX XA30 AM. WHILE ENRTE ON AN IFR FLT PLAN, WE DEVIATED TO ANNAPOLIS, MD (ANP) DUE TO WX DELAYS. WHILE ON THE DSCNT INTO ANP, THE CTLR ADVISED US A VISUAL APCH WOULD PROBABLY BE AVAILABLE BECAUSE HE HAD NOTICED SOME VFR TFC AROUND THE ARPT. THAT LED ME TO BELIEVE THAT ANP WAS NOT INSIDE OF THE ADIZ. WHILE ON THE GND, FSS STATION WAS CALLED AND AN IFR FLT PLAN WAS FILED TO GREENSBORO, NC (GSO). NO WX BRIEFING WAS OBTAINED FROM THE BRIEFER. WE USED AN INTERNET PROVIDER TO OBTAIN A WX BRIEFING. ON DEP FROM ANP, WE TOOK OFF ON RWY 12 EBOUND. IMMEDIATELY AFTER TKOF, WE CONTACTED POTOMAC APCH WITHIN 1 MI OF ANP. WE TOLD THEM WE JUST DEPARTED ANP CLBING THROUGH 1000 FT AND NEED TO PICK UP AN IFR CLRNC. THE CTLR THEN ASKED US WERE WE ON A 1200 SQUAWK CODE AND WE REPLIED YES. HE THEN INFORMED US WE HAD VIOLATED THE ADIZ BY NOT GETTING A SQUAWK CODE BEFORE DEP. HE THEN GAVE US A SQUAWK CODE AND TOLD US HE COULD NOT FIND OUR FLT PLAN. HE THEN GAVE US VFR FLT FOLLOWING TO THE EDGE OF HIS AIRSPACE.
