Narrative:
Return route from an experimental fly-in at rough river, ky (2i3) to toms river, nj, (mjx) was changed due to WX in west virginia. Flight resulted in penetrating the washington ADIZ. Called WX briefer on cell phone from rough river and halfway through the cell phone died. I called back on a land line and got another briefer and tried to continue where we left off. Due to the WX in west virginia, the flight would take me south into tennessee, around the WX, and then northeast. I don't recall receiving a NOTAM on the washington ADIZ. Flight from rough river (2i3) to shenandoah valley regional (shd) went without incident. After a bathroom break, I departed shd to the northeast and climbed to 15000 ft to fly over WX and maintain VFR. After flying at 15000 ft for about 10-15 mins I descended as WX cleared. I approached and stayed above the washington class B airspace with a northeast heading. I wasn't thinking about a washington dc ADIZ until checked upon by what appeared to be F16's. To display non-hostile intentions, I maintained straight and level flight. I tuned to 121.5 and listened for any type of directions. I was heading out of the class B airspace and the interrogating aircraft departed. I was wondering to myself why I didn't just fly around the airspace? Could the short flight at 15000 ft be enough to affect judgement? If a call to a WX briefer is interrupted, then start from the beginning to ensure nothing is missed. I'm thinking if the washington ADIZ was mentioned, then the airspace intrusion would not have occurred.
