Narrative:
Deferred passenger oxygen bottle due to gauge reading zero. Found service valve left open. MEL has conflicting instructions. Left bottle on aircraft with taped over gauge and mask removed. Found out bottle should have been removed from aircraft at maintenance station. Working gates X, aircraft was at gate Y. Also had problems at my assigned gates. Rushed understanding of MEL restrs due to conflicting priorities.

Title: A B767-300 WAS DISPATCHED IN NON COMPLIANCE WITH A PAX FIRST AID OXYGEN BOTTLE WITH ZERO PRESSURE DEFERRED IN CONFLICT WITH THE MEL.
Narrative: DEFERRED PAX OXYGEN BOTTLE DUE TO GAUGE READING ZERO. FOUND SVC VALVE LEFT OPEN. MEL HAS CONFLICTING INSTRUCTIONS. LEFT BOTTLE ON ACFT WITH TAPED OVER GAUGE AND MASK REMOVED. FOUND OUT BOTTLE SHOULD HAVE BEEN REMOVED FROM ACFT AT MAINT STATION. WORKING GATES X, ACFT WAS AT GATE Y. ALSO HAD PROBS AT MY ASSIGNED GATES. RUSHED UNDERSTANDING OF MEL RESTRS DUE TO CONFLICTING PRIORITIES.
