Narrative:

The teterboro 5 departure requires a climb to 1500 ft then a turn to a 280 degree heading, after passing 4.5 DME teb VOR, a climb to 2000 ft. My copilot briefed the departure stating he would fly the departure as briefed. On climb out at 500 ft I made the standard callout -- 1000 ft to go. At 1500 ft, I made the callouts, leveloff and start turn. My copilot however was fixated on the 2000 ft leveloff and continued his climb and leveloff to 2000 ft prior to reaching the 4.5 DME fix. ATC then called and advised us that we had violated the departure procedure, a possible explanation for the deviation, my copilot's apprehension about the gusty, high crosswind takeoff and the possibility of severe turbulence after takeoff.

Title: CL60 CREW OFF RWY 24 AT TEB FLY THE TEB 5 INCORRECTLY.

Narrative: THE TETERBORO 5 DEP REQUIRES A CLB TO 1500 FT THEN A TURN TO A 280 DEG HDG, AFTER PASSING 4.5 DME TEB VOR, A CLB TO 2000 FT. MY COPLT BRIEFED THE DEP STATING HE WOULD FLY THE DEP AS BRIEFED. ON CLBOUT AT 500 FT I MADE THE STANDARD CALLOUT -- 1000 FT TO GO. AT 1500 FT, I MADE THE CALLOUTS, LEVELOFF AND START TURN. MY COPLT HOWEVER WAS FIXATED ON THE 2000 FT LEVELOFF AND CONTINUED HIS CLB AND LEVELOFF TO 2000 FT PRIOR TO REACHING THE 4.5 DME FIX. ATC THEN CALLED AND ADVISED US THAT WE HAD VIOLATED THE DEP PROC, A POSSIBLE EXPLANATION FOR THE DEV, MY COPLT'S APPREHENSION ABOUT THE GUSTY, HIGH XWIND TKOF AND THE POSSIBILITY OF SEVERE TURB AFTER TKOF.
