Narrative:
The flight plan for flight abcd failed to take into account or list any requirement for MEL center tank fuel. MEL fuel was not listed after release fuel. MEL fuel was not listed in fuel accounting section. MEL items were listed as 'none.' flight messages had no mention of MEL center tank fuel. Flight departed with 8.9 (minimum takeoff fuel listed as 8.5). Release fuel listed as 9.3. After takeoff, dispatcher ACARS message sent to inform crew. Dispatcher revised fuel based on WX at destination. Dispatcher advised that fuel recalculation showed no problem with flight proceeding as planned. Flight landed with 5.6. Captain informed ZZZ chief pilot of fuel calculation problem and ZZZ chief pilot reviewed original flight plan. ZZZ chief pilot concurred that report be filed to prevent any future occurrences.

Title: A B737-800 WAS DISPATCHED IN NON COMPLIANCE WITH AN AIRWORTHINESS DIRECTIVE WITH THE CTR TANK NOT FUELED TO MAINTAIN 1000 LBS REQUIRED FUEL.
Narrative: THE FLT PLAN FOR FLT ABCD FAILED TO TAKE INTO ACCOUNT OR LIST ANY REQUIREMENT FOR MEL CTR TANK FUEL. MEL FUEL WAS NOT LISTED AFTER RELEASE FUEL. MEL FUEL WAS NOT LISTED IN FUEL ACCOUNTING SECTION. MEL ITEMS WERE LISTED AS 'NONE.' FLT MESSAGES HAD NO MENTION OF MEL CTR TANK FUEL. FLT DEPARTED WITH 8.9 (MINIMUM TKOF FUEL LISTED AS 8.5). RELEASE FUEL LISTED AS 9.3. AFTER TKOF, DISPATCHER ACARS MESSAGE SENT TO INFORM CREW. DISPATCHER REVISED FUEL BASED ON WX AT DEST.
