Narrative:

I departed, VFR, from cxy to hgr, in a PA31-350 navajo. Shortly after departure the local controller informed me I was leaving the class B airspace. I asked that controller for the frequency to obtain flight following, I was given a frequency for ZDC. I called and stated my position and requested flight following to hgr, the controller replied that he was unable to provide assistance. (I made this request knowing that P-40 was expanded, and hoped for assistance to remain outside of its boundaries.) when I had a visual on hgr, I was northeast of the field between chambersburg and green castle, I called tower over greencastle and reported my position. I was given entry and landing instructions. Upon landing I was instructed to contact approach control. It was at this time that I was informed that I had entered the 'expanded P-40 restr area.' upon examination of my VFR chart I determined that I misread the dimensions of the P-40 airspace. I noticed the circular restr area R-4009, followed by a space, then a dashed circular area marked in green on the accompanying chart. I assumed that the dashed line was the 10 mi, 'expanded area' when in fact it was not. I did measure a 10-mi circle from the center of P-40. I now know the parameters of the 'expanded P-40 airspace.' I assure you that this incursion was entirely unintentional, and that I will not violate this airspace again.

Title: PLT OF PA31 INADVERTENTLY ENTERED EXPANDED P40 PROHIBITED AREA WHEN PCT CTLR REFUSED FLT FOLLOWING ASSISTANCE. RPTR MISTOOK THE ILLUSTRATED R4009 AIRSPACE OVERLYING THE UNEXPANDED P40 TO REPRESENT THE 10 MI EXPANDED CONFIGN.

Narrative: I DEPARTED, VFR, FROM CXY TO HGR, IN A PA31-350 NAVAJO. SHORTLY AFTER DEP THE LCL CTLR INFORMED ME I WAS LEAVING THE CLASS B AIRSPACE. I ASKED THAT CTLR FOR THE FREQ TO OBTAIN FLT FOLLOWING, I WAS GIVEN A FREQ FOR ZDC. I CALLED AND STATED MY POS AND REQUESTED FLT FOLLOWING TO HGR, THE CTLR REPLIED THAT HE WAS UNABLE TO PROVIDE ASSISTANCE. (I MADE THIS REQUEST KNOWING THAT P-40 WAS EXPANDED, AND HOPED FOR ASSISTANCE TO REMAIN OUTSIDE OF ITS BOUNDARIES.) WHEN I HAD A VISUAL ON HGR, I WAS NE OF THE FIELD BTWN CHAMBERSBURG AND GREEN CASTLE, I CALLED TWR OVER GREENCASTLE AND RPTED MY POS. I WAS GIVEN ENTRY AND LNDG INSTRUCTIONS. UPON LNDG I WAS INSTRUCTED TO CONTACT APCH CTL. IT WAS AT THIS TIME THAT I WAS INFORMED THAT I HAD ENTERED THE 'EXPANDED P-40 RESTR AREA.' UPON EXAMINATION OF MY VFR CHART I DETERMINED THAT I MISREAD THE DIMENSIONS OF THE P-40 AIRSPACE. I NOTICED THE CIRCULAR RESTR AREA R-4009, FOLLOWED BY A SPACE, THEN A DASHED CIRCULAR AREA MARKED IN GREEN ON THE ACCOMPANYING CHART. I ASSUMED THAT THE DASHED LINE WAS THE 10 MI, 'EXPANDED AREA' WHEN IN FACT IT WAS NOT. I DID MEASURE A 10-MI CIRCLE FROM THE CTR OF P-40. I NOW KNOW THE PARAMETERS OF THE 'EXPANDED P-40 AIRSPACE.' I ASSURE YOU THAT THIS INCURSION WAS ENTIRELY UNINTENTIONAL, AND THAT I WILL NOT VIOLATE THIS AIRSPACE AGAIN.
