Narrative:

Approaching ZZZ. The flaps stuck at the 1 O'clock position. We discontinued the approach, did the flap checklist and went to ZZZ1. An emergency was declared and an uneventful landing was accomplished. Heavy braking was not required and we did not have hot brakes. This was the second flap problem in a row for this aircraft. Prior to departure in ZZZ2, I called maintenance controller and inquired if maintenance actions performed in ZZZ2 were enough. I was assured that all appropriate steps had been taken.
