Narrative:
About 25 mins into flight in departure out of ZZZZ, EICAS message 'left hpsov' appeared along with 'left bleed' light. We declared an emergency using the mayday phraseology and asked to return to ZZZZ via the advertised arrival for terrain considerations. Performed QRH left engine hpsov procedure and the QRH overweight landing procedure. We chose to land overweight because the aircraft has no fuel dump system and we did not know if the hp bleed air had caused any damage. We felt we needed to get safely on the ground as soon as possible. We requested arff due to the overweight landing. Callback conversation with reporter revealed the following information: the reporter stated on return, maintenance locked the left high pressure bleed valve closed and deferred the valve per the MEL. The reporter said an overweight landing check was made, but the delay was extended waiting for the brakes to cool.

Narrative: ABOUT 25 MINS INTO FLT IN DEP OUT OF ZZZZ, EICAS MESSAGE 'L HPSOV' APPEARED ALONG WITH 'L BLEED' LIGHT. WE DECLARED AN EMER USING THE MAYDAY PHRASEOLOGY AND ASKED TO RETURN TO ZZZZ VIA THE ADVERTISED ARR FOR TERRAIN CONSIDERATIONS. PERFORMED QRH L ENG HPSOV PROC AND THE QRH OVERWT LNDG PROC. WE CHOSE TO LAND OVERWT BECAUSE THE ACFT HAS NO FUEL DUMP SYS AND WE DID NOT KNOW IF THE HP BLEED AIR HAD CAUSED ANY DAMAGE. WE FELT WE NEEDED TO GET SAFELY ON THE GND ASAP. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED ON RETURN, MAINT LOCKED THE L HIGH PRESSURE BLEED VALVE CLOSED AND DEFERRED THE VALVE PER THE MEL.
