Narrative:
Just prior to entering the north atlantic track system west bound; descending from FL320-FL310 for crossing; we got a rt engine prv [pressure regulating valve] caution with right engine bleed light. After coordinating with dispatch and maintenance; diverted. While on the way to our divert airport; dumped 10K pounds of fuel at FL310; and descended to 15;000 ft MSL to use up more fuel; still landed slightly overweight (322.7; max 320). Declared emergency with air traffic control due to the overweight landing. Very smooth landing; still had emergency equipment follow us in. Reviewed diversion; emergency; and overweight sections of flight operations manual and complied with requirements. Everything proceeded very smoothly; got all the help from ATC; dispatch; maintenance and station that we needed.

Title: B767-300 Captain experiences a right engine PRV caution light and elects to divert. An emergency is declared and fuel is dumped prior to landing slightly overweight.
