Narrative:
Aircraft returned to gate for bleed problem. Cleared with MEL aircraft departed field and returned with same problem. Found valve lockout pin not fully engaged. Lockout pin was secured and engine run was performed successfully. Turnaround time was a major factor in this error. Went out to aircraft 10 mins before departure. Captain informed me of logbook write-up. MEL'ed PIREP and pulled jetway. Captain then informed me of another problem, halted pushback and corrected problem concerning MEL. Aircraft then departed. Aircraft returned to gate with same problem as previous write-up. Opened engine cowls and locked out associated valve. Closed cowls and pushed out aircraft. Aircraft took off and came back to field with same problem. This time aircraft went to different concourse. I followed to gate. I opened the engine cowls and found lockout pin not fully engaged. Corrected problem and ran engine. Checked good.

Title: AN AIRBUS 319 RETURNED TO THE GATE 3 TIMES WITH A DEFERRED ITEM ON AN ENG BLEED VALVE. MEL SPECIAL PROCS WERE NOT FOLLOWED.
Narrative: ACFT RETURNED TO GATE FOR BLEED PROB. CLRED WITH MEL ACFT DEPARTED FIELD AND RETURNED WITH SAME PROB. FOUND VALVE LOCKOUT PIN NOT FULLY ENGAGED. LOCKOUT PIN WAS SECURED AND ENG RUN WAS PERFORMED SUCCESSFULLY. TURNAROUND TIME WAS A MAJOR FACTOR IN THIS ERROR. WENT OUT TO ACFT 10 MINS BEFORE DEP. CAPT INFORMED ME OF LOGBOOK WRITE-UP. MEL'ED PIREP AND PULLED JETWAY. CAPT THEN INFORMED ME OF ANOTHER PROB, HALTED PUSHBACK AND CORRECTED PROB CONCERNING MEL. ACFT THEN DEPARTED. ACFT RETURNED TO GATE WITH SAME PROB AS PREVIOUS WRITE-UP. OPENED ENG COWLS AND LOCKED OUT ASSOCIATED VALVE. CLOSED COWLS AND PUSHED OUT ACFT. ACFT TOOK OFF AND CAME BACK TO FIELD WITH SAME PROB. THIS TIME ACFT WENT TO DIFFERENT CONCOURSE. I FOLLOWED TO GATE. I OPENED THE ENG COWLS AND FOUND LOCKOUT PIN NOT FULLY ENGAGED. CORRECTED PROB AND RAN ENG. CHKED GOOD.
