Narrative:
We were descending into nashville on the graham four arrival, and ZMA told us to cross graham at 11000 ft at 250 KTS. On the graham four arrival in the commercial charts, it shows the crossing restr as 10000 ft and 250 KTS at graham. We thought we heard center say 10000 ft and we verified before we descended that the correct altitude was indeed 11000 ft. ATC told us that the altitude restr has been at 11000 ft for about a yr now. He then asked us if we would report this problem because the confusion could create a safety issue.
