Narrative:
B737 was tracking mxe 278 degree radial outbound 10 mi west of VOR, climbing out of 11000 ft to 12000 ft, with ZNY 135.45. Received TCASII TA for a saratoga which indicated approximately 400 ft above us at our 11 O'clock position, approximately 5 mi away. This was followed by a TA from center for this aircraft at the same time becoming an RA alert to climb. B737 initiated climb to a leveloff at about 13200 ft and notified ATC of altitude deviation due to RA. B737 crew last noticed saratoga on TCASII descending through 10300 ft nebound. Contacted ZNY and phl departure, was told there was a change in altitudes controled effective through oct/thu/03, where phl controled up to 13000 ft. Saratoga was on approach control with B737 already on center control. This was a contributing factor.

Narrative: B737 WAS TRACKING MXE 278 DEG RADIAL OUTBOUND 10 MI W OF VOR, CLBING OUT OF 11000 FT TO 12000 FT, WITH ZNY 135.45. THIS WAS FOLLOWED BY A TA FROM CTR FOR THIS ACFT AT THE SAME TIME BECOMING AN RA ALERT TO CLB. B737 INITIATED CLB TO A LEVELOFF AT ABOUT 13200 FT AND NOTIFIED ATC OF ALTDEV DUE TO RA. B737 CREW LAST NOTICED SARATOGA ON TCASII DSNDING THROUGH 10300 FT NEBOUND. CONTACTED ZNY AND PHL DEP, WAS TOLD THERE WAS A CHANGE IN ALTS CTLED EFFECTIVE THROUGH OCT/THU/03, WHERE PHL CTLED UP TO 13000 FT. SARATOGA WAS ON APCH CTL WITH B737 ALREADY ON CTR CTL. THIS WAS A CONTRIBUTING FACTOR.
